What is LiveScan and why is it used for background checks?
LiveScan is a digital fingerprinting system used to capture and electronically submit fingerprints to government agencies for background checks. It is used to verify the identity and to clear the eligibility of applicants who will work as employees or volunteers with minors or the elderly, need to obtain or renew professional and medical licenses, or in certain legal processes (e.g. adoption, foster care…).
What is the difference between LiveScan and Ink fingerprinting?

Live Scan is a digital process that captures fingerprints electronically, while Ink Fingerprinting is a traditional method that uses ink and paper. The results of Live Scans are typically faster than Ink Fingerprinting.

What is an ORI number and how to obtain one?
  • When applying for a license, the ORI number is typically provided as part of the application process. If you are applying for a state license, you can access this on FDLE’s website. If you are applying for a medical license, you can access this on the Department of Health’s website.
  • If offered employment, the company administrator should provide the ORI number. If your company does not have a number, you will need to contact AHCA to be directed to an agency that will assign you one.
  • For court-related matters such as name changes or guardianships, individuals can directly inquire with the Clerk of Court for the necessary ORI information.
What is an OCA number and how to obtain it?
An OCA number is a unique number assigned to a background check inquiry. It serves to identify the entity requesting the background check and is typically provided by the Department of Children and Families (DCF). To obtain an OCA number, you can request it from the person or entity that requested the fingerprint background check.
What is a TCN and where can I find it?
A LiveScan TCN (Transaction Control Number) is a unique identifier assigned to your fingerprints when they are submitted for a Florida Live Scan. You can find this by calling the LiveScan provider who did your prints and requesting that information.
What if I don’t have clear fingerprints?
You will receive a letter, or the company that requested your prints will receive an email
with a Transaction Control Reference (T.C.R.) number. Forward the FBI fingerprint
rejection notice to the TOPS HR Solutions, and we will resubmit your prints adding the
TCR number, which gives the FBI Fingerprint Database permission to overlook your
prints and continue on with the background check. Note that with this second
submission does nor incur a second charge.
Will I need to have my photo taken for the screening process and why?
Depending on which agency you are being submitted under, you may have to have a photo taken. Some agencies require a photo and some do not. Similar to a passport photo, please dress appropriately and remove all headwear.
Where can I find the status of my background screening?

You can check to see if the first step is completed, which is through FDLE, at https://cchinet.fdle.state.fl.us/search/app/tcnlookup?2 and by providing your TCN number. After that it needs to go through the FBI Fingerprint Database (which you cannot check) and then later sent to the agency that requested it. To verify its completion through the agency, you will need to call the agency’s “background screening phone number” and provide your TCN number.

How long will the background screening process take after my fingerprints are submitted?

It typically takes between 2 and 5 business days depending on the agency’s work
backlog, the applicant’s record and the quality of the prints.

Drug Screening:

What drugs are tested in the drug screening?
  • 5-Panel: marijuana, amphetamine, opiates, cocaine, and methamphetamines.
  • 10-Panel: marijuana, buprenorphine, benzodiazepines, methadone,
amphetamine, oxycodone, opiates, ecstasy, cocaine, and methamphetamines.
Will I be tested for Marijuana?
It is the employer’s choice to have us test for Marijuana. Some employers chose not to
test given the accepted use of Marijuana for medical purposes.
What if I fail my drug test?
The typical process consists of sending the applicant to a local lab where a medical
examiner will confirm the results as well as any prescriptions you may have. From there,
the organization who requested and paid for your test will decide on how to proceed.
How long will drug screening results take?
In-house drug screenings are instant results, and the lab may take about a week. The
lab depends on whether you are able to provide the medical review officer with your
prescriptions in a timely manner.
